There is a particular kind of understanding that cannot be retrieved.
Not because the relevant information is inaccessible or poorly filed or locked behind a permission level. It cannot be retrieved because it has not yet been produced. It exists only in potential, in the relationship between records that have not yet been placed in conversation — and the act of placing them in conversation, slowly, carefully, with the right questions, is the act of producing it.
This is not a failure of infrastructure. It is a property of certain kinds of intelligence.
The Babylonian scholars who placed one astronomical season beside another were not retrieving a pattern. They were constructing one. The pattern was latent in the records, but it took the deliberate work of comparison — season by season, year by year, across decades of accumulated observation — to make it visible. What they produced was not something that could have been found faster with a better search. It was something that could only be found at all by doing the slow work.
Cumulative intellectual progress has been described as building a staircase: each step resting solidly on the one below, the whole structure extending higher because the lower steps are reliably in place. The value of the staircase is in its navigability. Not just that you can reach a higher level, but that you can move between levels, check your footing, and descend to verify a lower assumption when a higher one is challenged.
This is what well-developed institutional intelligence looks like. Not a rapid accumulation of data points, but a slow, careful building of interpreted understanding — where earlier conclusions are available to examine when later ones are contested, and the structure is strong enough to support questioning rather than collapsing when it is questioned.
The organisations that will navigate the next decade most intelligently are, in many cases, the ones that are already doing this work. Not necessarily the fastest, or the most well-resourced, or the ones with the most sophisticated dashboards. The ones that have maintained a living relationship with their own accumulated record — that have kept the earlier steps of the argument accessible, comparable, and interpretable.
The slow intelligence saves you in a specific moment. Not now, when the dashboard is green and the retrieval system is working. Later, when conditions change and you need to know whether you have been in a situation like this before, and what it was like when you were, and what you did, and what happened next.
If you have built the staircase, you can descend to that level and check.
If you have not — if you have built retrieval infrastructure and called it intelligence, and let the slow work be absorbed by the urgent work, year after year — the staircase is not there.
And the question of what this situation resembles has no answer from inside the institution.
You would need to find someone else who kept records.
